CDR is a file extension used by CorelDraw application. CorelDraw is a well-known vector editing software. Its initial version was released in January 1989 for Windows 2.0 and since then more than 20 versions of CorelDraw were released. At this time CorelDraw is available in desktop versions for Windows and Mac OS operating systems. It is available either as one-time perpetual license purchase of $669 or as a subscription of $198 per year.
CorelDraw core functionality is vector images creation and editing. Besides it CorelDraw could be used for graphics & illustration, photo editing, page layout and font management.
You can open CDR file online or offline using either CorelDraw or other compatible applications. If you don't want to install a paid software you can use sK1 software, Inkscape with UniConvertor installed or LibreOffice with libcdr installed.
Another way to open CDR file online is to use online converters such as zamzar.com or aconvert.com. Converting CDR files to other formats like PDF may lose certain CDR features and cause incorrect rendering. Still it will give a good impression about what is stored inside the file so you can decide if it worth downloading desktop software to open it. Conversion to SVG file may get better results but certain CDR features may not be supported by SVG format.
CDR is a proprietary file format and full specification is not available for it. In CorelDraw X4 (14) CDR format was changed from a binary Resource Interchange File format to a ZIP archive with XML and RIFF-structured riffdata.cdr file. To extract contents of CDR file created with CorelDraw X4 (14) or later you can change file extension from CDR to ZIP and extract it using any unarchiver.
